How to find if a user is locket out

Can anyone pleas etell me how to find if the user is locked out due to failed login attempts?

Hello, there is a plugin called "User Functions" with the "isUserLocked" function in it. I could not find it in the appmarket however it is available in the admin console / plug-ins
