Component Plugin in Appian Cloud

You'll need an on-prem Appian instance to test your plugin. It can be installed on a server or your local machine.

You'll need access to the installation binaries (if you don't already have access via MyAppian). You can do this via Appian Support.

As part of the install, you'll also need a license which you'll need to request via Appian Support as well.

I want to run Javascript or HTML, does that mean it's not possible with Appian Cloud?

You can do that via a component plugin.

You can use install approved components from the App Market from the admin console.

You can if you develop a custom component.

To test your component before submitting it to Appian you will need to install Appian locally.

You develop using the SDK (with whatever tools you use usally to develop Javascript). You deploy and test in your local Appian Instance.

You don't need to publish in the App Market, you can also ask Appian Support to deploy it to your instance only.
