Component Plugin in Appian Cloud

I understand that approval from Appian is required to use component plugins, but do I also need approval from Appian for the use of tools to create component plugins?
I'm using Appian Cloud, and I couldn't find a detailed description, so please tell me the flow up to the point of creating a component.

You'll need an on-prem Appian instance to test your plugin. It can be installed on a server or your local machine.

You'll need access to the installation binaries (if you don't already have access via MyAppian). You can do this via Appian Support.

As part of the install, you'll also need a license which you'll need to request via Appian Support as well.

I want to run Javascript or HTML, does that mean it's not possible with Appian Cloud?
