Creating basic user with monitoring permission only

I was tasked to create users with strictly monitoring permissions only for debugging purposes, can this be achieved and if so how?

If you are looking for a way to not let the user make any changes, then simply add them in the Viewer group of the application and objects.

Is the user able to see the app and get into it?

Do you mean that the user would only access to the logs? or admin console for monitoring?

If you want user to monitor apps, addi it as viewer in the application group as [mention:b8ea18cfbb2e4f6d841cf3c1d4d7420b:e9ed411860ed4f2ba0265705b8793d05] said

To see the monitoring view, I would think they need to also be part of the Designer group in addition to being a part of the users (viewer group) for the app itself.
