Deploying group membership changes across environments

I removed a member group from a group in dev, and deployed that change to QA. However, that change is not reflected in the QA environment.  Do I really need to control which groups are members of other groups in each environment separately?  I have many many groups in my application, and keeping them all aligned across environments seems like a management nightmare.
