Getting error while trying to create new user

Hello Team,

We are using a process for creating new user but the "Create New User" node is getting cancelled out giving below error

The user [test123] does not have sufficient privileges to perform the requested action because they are not in any role.

Do we have any idea why this is happening? Any help here is appreciated. Thanks in advance

    Only System Administrators can run this smart service

    Assignment tab is configured as "Run as whoever designed this process model" and I have system admin previlege but still this error is coming up. Also, in the error shown above "test123" is the new user to whom i'm trying to create

    Do you have the Send Account Creation Email input to true? Try setting to false instead
