Hi , How can I create a trigger to get alert when a container hasn't scheduled export task in a azure container

We have a n export scheduled to ran daily for billing , when Microsoft has outages and task fail we do not get any alert for the failed export job and we cannot even see event logs.

How can we create alert for any failed export or job not received in the billing export container

We haven't tried anything as yet , since MIcrosoft Engineers couldn't help us .
