How to provide Admin Console access to selected set of users in Appian?

I have a list of 10 active users in my appian designer. 
Out of all 10, I want to make 2 of them as developer by giving them system administrator access, and next 2 will be having system administrator, but along with this, they will also have Appian Admin Console Access.
Rest 6 of them will be basic users.

How can I achieve this?

System admins = Create user as System Administrator

Designers = Create as basic user and add them to the Designers group

In order to have admin console access, you need to be a System Admin user. And when you have that access, no other restriction works. You become the god-father.

There are some organizations who do not have admin console access in even if the developers have access to the appian designer.
How is it possible.

Appian designer can be accessed by any basic user if they are added in Designers group, whereas Admin Console access is restricted to System Admins only.
