Starting Appian Engines 21.4.340

I installed Appian version 21.4.340 and followed the quick installation guide. I was able to go onto the localhost site but when I tried to run the process model the flow is always stuck on the start node. When I start the Appian engines I notice the execution engines and process design are in stopping state. I tried using the engineRestart.bat but the result was the same. If anyone else ran into this issue or know how to resolve this please and Thank You.
