If a user belongs to two different application groups and both the groups are added to user start page (different application), which application start page will they see after logging into Appian?

    There is a clear description in the admin console in the "User Start Pages" tab.

    It works based on the user start page's order.
    If a user is present in two groups: Group 1 and Group 2.
    In the start pages, you configured the first site for Group 1 and another site for Group 2.
    So when the user logs in, it opens the first site you configured to Group 1.
