Want to give one dialogue box after submit button

once submit button is clicked .. a diologue box /pop box should open iwth cancel and submit button  ..  consist of dropdown "Yes " "NO"

if user selects yes then user picker field should open ,,

So how shud i achieve this in appian.. through record action or some other way ?
