ADD PROCESS button is not visible in Process HQ

In Process HQ i am not able to see the ADD PROCESS button under Process Insights tab as shown in the picture. Could anybody please help me with that? Thanks in advance.

You need to be a Data Steward,

Also i can see you don't have access to data governance to manage which record types can be used in Process HQ.
