"Alert: Sub/linked process models are republished" Email

Does anyone know, when a process model is republished, who gets the email?  I always thought it was the designer/author of the process model. 

However, our objects in an upper environments have a service profile as the designer/author.  The service profile has a distro list as it's email address.  I'm told (I'm not on the list), that for our application they are getting the "Alert: Sub/linked process models are republished" emails, but for another application they are not.  Is it possible to configure these emails by application or object when a republish happens?

    This has always somewhat confused me, but as a matter of principle and proper administrative setup, i would absolutely not set the email address for higher-environment service accounts to go to any sort of distribution list.  That sounds like a recipe for absolute disaster.
