Identify who has rejected a task

Is there a way for a system admin to see which users have rejected a given task?

If so, is this available to regular users with certain permissions granted to them?  And which ones?

NOTE:  This is not the process start form.... it is a user input task within the process model.

I have poked around on the process monitoring page and within a given process model instance, but I do not see a way to identify those that have rejected the task.
