Unable to see "create new data type (CDT) in community edition . Is it removed permanently .

Yes. Use Records instead.

    Sure . Does that mean from this version onwards we wont be able to create CDT / not use CDT .

    Yes, in community edition you will not be able to create CDT. But on the licensed instances it is available.
