Not able to create a new Record Type from scratch in Community Edition

I am unable to create a new Record Type with a new database table i.e. not getting "I want to start from scratch" option.

Is it a known restriction or a bug?

I have checked my community edition, but looks fine in mine. May be raising a request for Appian Support can help you.
