Is Appian RPA, Appian AI available on O-Premise environments in 23.2 version?

Appian AI is cloud only as of now. But this is discussed internally. Try to contact Appian to discuss your specific use case.

Support for Appian RPA on-premise is planned for a future release, and will require an Appian on Kubernetes deployment. docs.appian.com/.../appian-on-k8s-home.html -- Please keep an eye out in the next few months for more info.
