Freezing a header at the top of a UI

Is there any way to freeze a header at the top of a UI?  I was hoping that a!headerContentLayout would support this functionality, but as far as I can tell it does not

What do you mean by "freeze"? Same header four several forms?

By freeze, I mean that the header would remain visible as the user scrolls down the UI, similar to the functionality of freezing a row in excel.
