how to create a full page billboard?

Hi, 

I would like to realize a site with this layout where billboard component stay on all page as on the top and on the side and not as my result.

Use a header content layout as the top level layout.

ok thanks, I fixed it with a header content layout, but in the first case, if I zoom in(ctrl +) or zoom out (ctrl -) the billboard follows the page, in my solution this happens with zoom out.

You need to set the page in the site to width "full".

I do not understand what your mean with the zooming ?!?
