when I try to create a new interface by clicking on NEW -> INTERFACE -> and when I start adding FORM layout to it inside it I Added SECTION layout and when i just cliked to add COLUMNS inside it , IT IS DISPLAYING THE MESSAGE OF ACCESS DENIED (you don't have permission to view this page).

Could this be a zScaler issue? Never seen such an error message in Appian.

1.Are you sure you have permission to create a interface in your application??

2.There is a warning message from zScaler ? are you sure it isn't related to it.

yes I think it is related to zScalar, I have attached the screenshot of it.

try turning zScaler off temporarily and see if that changes the error message.

note: i think this might NOT be a zScaler issue, because for times when I do have issues with it (which is frequent, thanks to my network restrictions), the error message I get isn't styled as an Appian-internal message like in your initial screenshot. But it should be quick to try.
