Reassigment behaviour of task item

Hi team,

We are facing one challenge to understand the resassignment behaviour with the user input task. We have two groups G1 and G2.

Scenario1:

When G1U1 opens the task he will see below options

when he clicks on reassign he will see below popup and he reassigns it to G1U2 from the available list

and when G1U2 user opens the task he seeing only these options and their is no blue banner.

Scenario 2:

When G2U1 opens the task he will see below options

when he clicks on reassign he will see below popup and he reassigns it to G2U2 from the available list

and when G2U2 user opens the task he seeing only these options and their is no blue banner.

Why there is difference in reassignment popup between group users and the previlages in the U2 of each group for the reassigned task.

G1U2 was assigned the task directly and therefore he does not have to accept the task. This is already on his plate. 
There are two properties of a task. Assignee - To who the task is assigned. Owner - Who accepts the task.
If you assigned a task directly to a user, they become the assignee and owner of that task until it gets re-assigned to someone.
