Validation Message always persists on Blank File Upload, even when replaced with proper file

This has actually been a known issue for quite a while now.  As far as I know the official guidance is just, "don't upload an empty file", which seems to be not a very robust solution overall (imho).

However, I can say I've been essentially in charge of maintenance for one production system or another for almost 8 straight years now, and I don't think I've ever gotten a complaint due to a user actually getting stuck on this - so the chances aren't "0%", but it seems like in real-world use it's pretty unlikely.
