Isn't this a plugin? Try to download the plugin from the AppMarket. It should include some documentation.

After that, right-click on the Tables under the schema name and choose the Table Import Data Wizard option. A window pops up that will guide you through the import process. Now, choose the CSV file that you want to import and click Next.
