DRAFT KB-XXXX Twilio Component version 1 fails to load with error "Failed to decrypt"

Symptoms

Any customer who is on 19.3 and later using version 1 will see a failure when trying to load the component with this error:

ERROR com.appiancorp.twilioservlet.TwilioServlet - Error initializing Twilio
com.appiancorp.suiteapi.common.exceptions.AppianException: Failed to decrypt. Only values of type <E2><80><99>Encrypted Text<E2><80><99> can be decrypted. (APNX-1-4260-002)
